Interesting question!(One possible answer has to do with the rules and regulations when it comes to foster care. I would guess there's a whole lot of variety, but I know when we tried to do foster care in the United States we couldn't move forward because of how we disciplined our children. It wasn't just that we couldn't discipline the foster children in a certain manner, it was that we couldn't have foster children if we disciplined our own children in a certain loving, gracious manner. But anyway, that said, the point of the article is challenging!)
